Mexico in light of the International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families.

The International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families (CMW) is an international treaty that seeks international protection of the rights of all migrant workers and members of their families who cross borders or move to another country to work.

Mexico ratified the CMW in 1999. Thereafter, the Mexican government became committed to improving the respective legislative and institutional conditions in order to comply with all the provisions provided by the Convention and, as a final goal, to guarantee the protection of the human rights of all migrant workers and their families.

Mexico submitted its first report to the Committee on November 18, 2005 and its second on January 14, 2010; the latter was considered by the Committee in April 2011.

On September 6 and 7, 2017, the Mexican government submitted to the CMW its third report on the legislative, judicial and administrative measures it has adopted to guarantee the human rights of the migrant population and their families in the country, according to the provisions of the Convention. The report was submitted on May 19, 2017.

On September 14, the CMW issued 30 recommendations to the Mexican State as part of Mexico's third periodical report to the CMW presented in May 2017 and supported on September 6 and 7 of this year. Most of the recommendations were not new, since they are concerns that the CMW has expressed to the Mexican State since 2006, as part of the first report and later in the second report in 2011.

In terms of non-profit organizations, we do not find an actual balance of the impact of the normative frameworks and public policies on migration, on the migrant population, subject to international protection, and their families.

It underscores that there are legal loopholes that leave them defenseless and vulnerable.
